Telephone Nos. of Key Officials INTRODUCTION Tamilnadu is leading in many Urban Sector reforms. As part of its commitment to enhance the responsiveness and effectiveness of the civic services rendered by the urban local bodies, the State Government decided to introduce ‘Citizens Charter’ in all the urban local bodies in G.O.Ms. No. 58 MAWS Department dated 16.4.1998. The first edition of the ‘Citizens Charter’ was released by all city municipal corporations and municipalities in the State in the year 1998-1999. It has improved the transparency and effectiveness of the local body administration. Based on the experience gained over the past few years and the feedback, it has been decided to bring this second edition of the ‘Citizens Charter’ with improved information to citizens to make every citizen’s interaction with the civic body easy, simple, hassle free and efficient and also ensuring accountability and transparency. This charter documents the citizen’s entitlement to municipal services, quality of services, quick access to information, stages to redressal of grievances and time bound. This charter also documents, apart from what we can offer the citizens, what the citizens can do to help us serve them better and what can be achieved if both of us join together. FOREWORD BY CHAIRPERSON
We consider this as a charter of responsibilities for us in the Municipality, both elected representatives and officials, to make a sound and responsive administration to make the town clean, green and most livable for the citizens. The first edition of the citizen charter was only to give specific information to the people of this town on ensuring quick response to their needs and redressal of certain grievances. Now, we are introducing on line complaint system for certain services and a three – step normal complaint redressel system for all other services to ensure quick and efficient redressal of grievances in a time bound manner.We are giving foremost importance to the environmental up gradation and town planning. Door to Door collection of garbage and segregations of the wastes at source for compost production and re-cycling of waste. We need more helping hand from the public for the effective implementation. The Planned city constructed during the times of old Kingdom needs continued follow up in the town planning. Involvement of private sector in the park maintenance is a welcome measure. Traffic educational park and a separate park for the non conventional energy sources are few of our present tasks. We shall acknowledge on the spot all complaints, returns, declarations, applications, intimations and all communications from the citizen. We invite citizens to use this charter to ensure better standards of service and bring to the notice of the concerned authorities, as listed, any failure or non-compliance of citizens charter. We invite greater participation, support and assistance from the citizens, which we value most. We strive each day to improve the quality of life of our citizens. Simple Transparent Accountable Responsive in the administration of the civic body in fulfilling the needs of the citizens of this town. ¨ By providing all important information to the Citizens about the services being delivered by the Municipality.¨ By creating a system which will receive public grievances and redress the same qualitatively and time bound.¨ By soliciting the cooperation of the citizens in fulfilling their aspirations by mutual trust, confidence and help and by making them aware of their duties to the community.¨ By making each citizen’s interaction with us easy, simple, hassle-free and efficient, while ensuring accountability and transparency.¨ By introducing e-governance and automated access to all our functions and services and by directing the resultant flow of efficiency-gains towards the citizens.¨ By being fair, efficient, citizen – friendly and outcome – focused. ABOUT US The Municipality was constituted in the year 1912 and was subsequently upgraded as Selection Grade Municipality from .22,03,1988 It has a population of . 109217 (2001 census) and an extent of 12.95 Sq. Km., The town is divided into 39 wards. The Municipal Council comprising of 39 ward councilors is headed by Chairperson, who is elected by voters of the town. The councilors elect a Vice-Chairperson among them. The executive wing is headed by a commissioner and he is assisted by a team of officials like Health Officer, Municipal Engineer, Town Planning Officer, Manager, Revenue officer and other officers. The history of the area around the present town of Pudukkottai dates from pre historic times. There are extensive burial sites in the earthen part of the town near Thirukkattalai and to the west at Sadayapparai near Thirugokarnam. Originally the town was surrounded by dense forests. In the course of time it developed into modern Pudukkottai through the merger of several contiguous older towns and villages. The oldest part of the town is Thirugokarnam which perhaps dates to the eighth century. Pudukkottai or New Fort from which the town proper takes its name might have been erected in the eighteenth century. Such a fort built in the early years of the eighteenth century appear to have been destroyed by the invaders perhaps in the later part of eighteenth century, and this was to the east of Adappankulam in the Machuvadi area. in the beginning of nineteenth century the town was burnt down of town planning. in that beginning of nineteenth century the town was bunt down by fire. The Thondaiman, Vijaya Raghunatha rebuilt it on principles of town planning in that the main streets were laid intersecting at right angles with the palace at the centre, in the heart of the present town which was called old palace till recently (but totally demolished now) (Fig 52) According to the statistical Account of Pudukkottai in palm leaf complied in 1813 (now at Government Museum Pudukkottai) there were three palaces and six terraced houses in Pudukkottai town. in 1801 the population was 15384. A fest contemporary publications have a word of praise for the town. William Hamilton’s East India Gazetteer (1815) refers to this town as having wide regular and clean streets intersecting each other at right angles. Pharaohs Gazetteer of Southern India (1855) calls Pudukkottai. a populous town with a handsome pagoda, and a grand high mosque. Seshaiah Sastri who was a Dewan of Pudukkottai State from 1878 to 1894 remodeled the town with an aye on modern town planning and ensured a fine drainage and water management system and expanded it with new suburbs. Thus the town proper might have come in to existence in the middle of seventeenth century. Abutting the old palace on its eastern side is the temple of Santhanathaswami. which does not show any architectural features of antiquity. It may belong to 17-18th century. There is the Pallavan tank by the side of this temple. On the northern bank of this temple there is the temple of Vitoba (Vishnu temple) which might have been a construction of the seventeenth century. It was an important temple for the Telugu Brahmins. The temple of Bhuvaneswari in the east of the town with modern structures and sculptures attracts a large number of devotees. Besides temples of different order (modern) can be seen in large numbers. The earliest Islamic monument in the town is found on the northern side of the big mosque in the south second street. It is the Dargah (tomb) of Farhes Wali. The imposing dome is in the Bijapur style of Islamic architecture and was constructed in the early part of the eighteenth century (Fig 53). The big mosque near this dargha is also an old structure. The Dargah of Chacha Beevi in South main street. Muthal Rawthar in Machuvadi and Badesha in south third street are the other important Dargahs. There are about twenty mosques in the town. among which the one on south second street is the oldest. There are two important churches in the town. The Protestant Church is at the northern end of the town and belongs to the Swedish Mission. It was built in 1905. The church of Sacred Heart of Jesus and of the Immaculate Heart of Mary, an elegant spacious edifice, was built in 1910 . It is the principal church of the Pudukkottai Catholic Parish. There are also a small churches in the town. The Victoria Jubilee Arch on the East Street constructed in Commemoration of the Diamond Jubilee of Queen Victoria is a notable structure in the town. There are several impressive Public buildings erected in indo-islamic-Dravidan-European style. The public buildings. Contiguous with the residence of the Collector, the College of Education and the Rajah College the District Head Quarters Hospital Ranees Girls School all built in red brick uncovered by mortar belong to the style popularised by the British architect Robert Chisholm (Fig 54) and is generally called as Indo Saracen Built at the close of 19th century. The present Collectors Office the New Palace a handsome structure, with its well dressed stone walls in Indo-Islamic European style was completed in the year 1928 was designed and built under the supervision of British Engineers (Fig ) 53) The Government Museum, Pudukkottai at Thirugokarnam now housed in an age of Building then called as the Small palace was opened to the public in the year 1910 and it houses the objects of natural history and cultural heritage of the area (Please see Fig 67 to 74) The Municipality provides the following major services
The Municipality also enforces and regulates the following activities.1) Tax administrations.2) Planning and Building permission3) Trade and other licenses4) Registration of Birth and DeathsFor each of the above services and activities, this charter provides information about the details of services offered, response time for rendering the services or redressing grievances, whom to complain in case of default for providing the required services and how a citizen can help. This charter lists the names of Chairperson, Vice-Chairperson and Councilors and their contact Telephone numbers for better interaction of the citizens. The Charter also lists out the names, designations and contact Telephone numbers of key officials dealing with major issues. The co-operation of the citizens is solicited broadly in the following aspects:- ¨ Segregate wastes at source¨ Do not throw waste in Drains, streets¨ Deposit wastes only at specified places and dust bins¨ Do not allow children to defecate in open spaces¨ Avoid connecting sewerage lines to open drains¨ Avoid encroachments on public places¨ Avoid occupation of roads and footpaths with unauthorised stacking of materials¨ Avoid letting of waste water on to roads
¨ Plant trees within and in front of premises, water them and nurture them to grow¨ Report leakage of water, bursting of water / sewage pipes, burning of street lights during day time, damage of public properties posing health hazard¨ Avoid damage of public properties.¨ Ensure prompt payment of property tax, profession tax , Water charges license fees and other Municipal dues.¨ Adhere to Building Rules and avoid violations, unauthorised constructions¨ Adopt universal immunization¨ Complain to the right officer in time and liaise with the ward councilor.¨ Maintenance of water bodies pollution free. WATER SUPPLY The Municipal Engineer and his team of Engineers and Staff are responsible for protected drinking water supply in the town. For a population of . . . . . . . . . the town requires a daily quantity of 6.15 mld. On an average, the per capita supply is maintained at 57 lpcd Cauvery combined water supply pumped is done from Cauvery at Jeeyapuram near Trichy. Another Water Supply System at Vellar main Ammayapatti Village is maintained by the Municipality. Services / Functions

SEWERAGE The Municipal Engineer and his team of Engineers and staff are entrusted with the responsibility of maintaining this service. At present a detailed investigation for the underground sewage system is completed and Administrative sanction from the Government is awaited. FUNCTIONS / SERVICES
II. Septic Tank Cleaning

HEALTH AND SANITATION Solid Waste Management The waste management in the town is entrusted with the Municipal Health Officer, and a team of Sanitary Inspectors. The aim of the Municipality is 100% collection of garbage generated in the town daily. In Pudukkottai Municipality there are Nine (9) Sanitary Divisions available and Nine Sanitary Inspectors, 17 Sanitary Supervisors and 324 Sanitary Workers are engaged in this work. There is no any Privatisation introduced. The daily collection of garbage is 32 Mt and transported to compost yard and processed to the Compost by Aerobic method of composting. The door to door collection of garbage is done property. This is the best practices of garbage collection. BIRTH AND DEATH REGISTRATION AND ISSUE OF EXTRACT Under the Registration of Births and Deaths Act., the urban local bodies play a vital role in registering births and deaths within their territory and issue extracts of births / deaths to the citizens. PREVENTION OF FOOD ADULTERATION The Health officer / sanitary officer of the Municipality and his team of Food Inspectors are entrusted with the responsibility of enforcement of the “Prevention of Food Adulteration Act” within the Municipal limit. The trades / traders handling food articles are also licensed. In Pudukkottai Municipality Municipal Health Officer, and Food Inspector are responsible for PFA Activities. Under the PFA Act license fees fixed Rs. 25/- year the traders are remitted license feed to the Municipal treasury the license will given thirty days from the receipt of license fees. There is no any penalty for the license fees.D &O The dangerous and offensive trades licenses are collected year by one. The responsible for this work is the concerned sanitary inspector and licensing authority is the Municipal Commissioner. The application for license will be collected or February month the license will gives offer 60 days of remittance. The documents like building approval and ownership certificate will produced the application.The notice of license fee is fixed by various trades (The list of license fee is enclosed.) OTHER TRADES LICENSING These are normally called “Dangerous and offensive Trades” The Municipality regulates and issues licenses for using any premises within the town for running trades and installation of machineries therefor. IMMUNISATION This Municipality is playing an active role in immunisation according to schedule and in nation wile special drives for immunisation. The Health officer or Commissioner of the Municipality and his team of Doctors and para-medical staff are entrusted with the responsibility for immunisation programs In this Municipality every Wednesday covered immunisation day. In the day DPT Oral polio vaccine, D.T., T.T. are given to Children and Anti natal mothers. TOWN PLANNING The Town Planning Officer is entrusted with the responsibility of Town Planning activities. The branch looks after regulation of building activities / lay out and other planning permissions. The planning permission is granted by Local Planning Authority headed and the Building permission is granted by the commissioner. According to the Rules and Regulations which have been framed under Tamilnadu District Municipalities Act and T.N Town and Country Planning Act, the people of this town have to be guided for their building needs. Method of harvesting Rain Water¨ Rain water can be harvested by two methods.¨ Rooftop harvesting¨ Surface run off harvesting¨ Rain water from roof top can be straight away let into wells / Bore wells¨ Rain water in the open spaces can be collected adopting various rain water harvesting methods Collecting of Rain water from the terrace of the Buildingsa) Collecting through wellb) Collecting through bore well To harvest Rain water in open spacea) Percolation / Recharge pitb) Percolation / Recharge pit with borec) Recharge trenchd) Recharge well Harvesting of Rain water from thatched and tiled house ¨ Rain water from the thatched and tiled houses are collected through gutters in a small pit used as filter¨ Rain water can be collected on the thatched roof by using polyphone sheets¨ Rain water collected through filter can be stored in a tank or existing sump¨ Approximately it costs Rs. 800 to Rs. 1000 (Excluding storage tank)¨ Rain water from the roof top collected through gutter can be stored directly in tanks for domestic use. E-Governance ¨ In this Municipality data relating to property tax, water charges Profession Tax and non-tax items have been computerized¨ Property tax, Water Charges Profession tax and Non-Tax items are collected through Computerised Service Centers and extended collection centres¨ Computerised Service Centres are functioning on all working days and saturday from 10.00 A.M. to 5.P.M. so as to enable the public to remit the tax directly in the Municipality.¨ Public can ascertain the details of Property tax water charges, profession tax, and non tax dues etc., from the Computerised Service Centers during the working hours.¨ Birth & Death certificates are issued through computer service centers without delay.¨ Miscellaneous collections are done through computer at municipal treasury.
