மேலூர் 3.12.1888 செயின்ட் ஜார்ஜ் கெஜட் எண் 86 -ன் படி டவுன் பஞ்சாயத்தாக அமைக்கப்பட்டது மற்றும் 1978 ஆம் ஆண்டில் மூன்றாம் தர நகராட்சியாக தரம் உயர்த்தப்பட்டது. G.O. எண் 85, தேதி: 1.1.1978. நகரத்தின் மக்கள் தொகை அப்போது 33743. மேலூர் டவுன் வருவாய் கிராமங்களான மேலூர் மற்றும் கருத்தபுளியம்பட்டி ஆகிய பகுதிகள் நகராட்சியின் அதிகார வரம்பிற்குள் சேர்க்கப்பட்டன. தற்போது 22.5.1998 முதல் G.O. எண் .5 படி. நகராட்சி நிர்வாகம் மற்றும் நீர் வழங்கல் துறை, இரண்டாம் தர நகராட்சி என வகைப்படுத்தப்பட்டுள்ளது. நகராட்சி அலுவலகம் பேருந்து நிலையத்திலிருந்து திருவாதவூர் மாநில நெடுஞ்சாலை சாலையில், பேருந்து நிலையத்திலிருந்து கிழக்கே கிட்டத்தட்ட 0.5 கிமீ தொலைவில் அமைந்துள்ளது.

PROPERTY TAX REVISION 2022

Melur was constituted as a Town Panchayat as per 3.12.1888 St. George Gazette No. 86 and upgraded as Third grade municipality in the year 1978. As per G.O. No. 85, date: 1.1.1978. The population of the town was then 33743. The entire area of Melur Town Revenue villages Melur and Karuthapuliampatti was included within the jurisdiction of the municipality. At present from 22.5.1998 onwards as per G.O. No.5. Municipal Administration and Watersupply Department, classified as Second grade municipality. The Municipal office is situated nearly 0.5 kms East from bus stand, on the Melur to Thiruvathavur State Highways Road

குடிநீர் விநியோகம்

மேலூர் நகராட்சி மதுரை மாவட்டத்தில் 15.02 சதுர கி.மீ பரப்பளவில் இரண்டாம் தர நகராட்சி ஆகும். 2011 மக்கள் தொகை கணக்கெடுப்பின்படி மக்கள் தொகை 40017 ஆகும். நகரில் 27 வார்டுகள் உள்ளன. மேலூர் நகராட்சிக்கு குடிநீர் திட்டம், மேலுருஞ்சி கண்மாய், மதுரை ரோடு மற்றும் நாவினிப்பட்டியில் 20 ஆழ்துளை கிணறுகள் மற்றும் 5 திறந்தவெளி கிணறுகள் 0.60 MLD குடிநீர் மற்றும் 3.00 MLD CWSS குடிநீர் திட்டம் என மொத்தம் 3.60 MLD தண்ணீர் ஒரு நாளைக்கு ஒரு மணி நேரத்திற்கு 90 LPCD. நகராட்சி பகுதிகள். நகரில் அமைந்துள்ள மேல்நிலைத் தொட்டிகள் 15 நாட்களுக்கு ஒருமுறை சுத்தம் செய்யப்பட்டு தினமும் குளோரினேஷன் செய்யப்பட்டு சுத்திகரிக்கப்பட்ட குடிநீர் வழங்கப்படுகிறது. இதற்கான தனி பதிவேடுகள் பராமரிக்கப்பட்டு வருகின்றன. மேலும், நகராட்சியின் குடிநீர் தரம் ஒவ்வொரு மாதமும் TWAD வாரியம் மூலம் சரிபார்க்கப்படுகிறது. தேவையான அளவு பிளீச்சிங் பவுடர் கையிருப்பில் உள்ளது. பம்பிங் மெயின், பகிர்மானக் குழாய், பொதுக் குழாய் ஆகியவற்றை உடனடியாக சரி செய்து, குடிநீர் வீணாவதும், மாசுபடுவதையும் தடுக்க நடவடிக்கை எடுக்கப்பட்டுள்ளது.

தற்போதைய நடைமுறைகள்

மேலூர் நகராட்சி தற்போது உள்ள வாகனங்கள் மற்றும் தொழிலாளர்களை கொண்டு ஊரில் இருந்து வெளியேறும் திடக்கழிவுகளை மேலாண்மை செய்து வருகிறது. BOV நவீன வாகனங்களைப் பயன்படுத்தி திடக்கழிவுகள் சேகரிக்கப்படுகின்றன. 80% கழிவுகள் மூலத்திலேயே தரம் பிரிக்கப்பட்டு 50% மக்கும் குப்பைகள் சந்தைப்பேட்டையில் உள்ள ஒரு M.C.C யிலும், 60 CC நகரின் பல்வேறு ஆறு இடங்களிலும் பதப்படுத்தப்பட்டு, விற்பனைக்குக் கிடைக்கும் கழிவுகள் விற்பனையாளர்களுக்கு விற்கப்படுகின்றன, விற்பனை செய்ய முடியாத கழிவுகள் சிமென்ட் தொழிற்சாலைகளுக்கு அனுப்பப்படுகின்றன, மீதமுள்ள 20% கழிவுகள். உரம் தோட்டத்தில் கொட்டப்பட்டது. எனவே அறிவியல் செயல்முறைக்கு கூடுதல் எம்.சி.சி.யை உருவாக்க முன்மொழிந்துள்ளோம். மேலூர் நகராட்சியில் திடக்கழிவு மேலாண்மைக்கு பின்வரும் உள்கட்டமைப்பு உள்ளது.

இந்தியாவில் MSW பற்றிய NEERI வியூகக் கட்டுரை, பிப்ரவரி 1996 பெரும்பாலான கழிவுகள் குடியிருப்பு வீடுகளில் இருந்து உருவாகின்றன என்பதை மேற்கண்ட அட்டவணையில் இருந்து அறியலாம்.

 திட்டமிடல்:  மேலூர் நகராட்சியில் தற்போது உள்ள திடக்கழிவு மேலாண்மை அமைப்பு, மாசுக்கட்டுப்பாட்டு வாரிய விதிமுறைகளின்படி, மொத்தத் தேவையைப் பூர்த்தி செய்யும் வகையில் ஒழுங்காக ஒழுங்கமைக்கப்படவில்லை மற்றும் உள்ளூர் மக்களை திருப்திப்படுத்தவில்லை. நகரை திடக்கழிவுகள் குவிக்காமல் இருக்க, நகராட்சியானது திடக்கழிவுகளை சேகரிக்கும் வகையில், நகரத்தை திடக்கழிவுகள் குவிக்காமல் இருக்கவும், மீதமுள்ள திடக்கழிவுகள் மறுநாள் அகற்றுவதற்காக வைக்கப்படுகின்றன.          எனவே மேலூர் நகராட்சியில் திடக்கழிவு மேலாண்மை திட்டத்தை திறம்பட மற்றும் அறிவியல் பூர்வமாக செயல்படுத்த புதிய உத்தி வகுக்கப்பட்டுள்ளது.

(i) குப்பையின் அளவு மற்றும் தரம் பற்றிய பகுப்பாய்வு

(ii) முதன்மை மற்றும் இரண்டாம் நிலை சேகரிப்புக்குத் தேவையான வாகனங்களின் பகுப்பாய்வு.

(iii) பொருத்தமான முற்றத்தை பரிந்துரைத்தல் வாகனங்களை கொள்முதல் செய்வதற்கும் பயன்படுத்துவதற்கும் குச்சிகள், மற்றும்

(iv) சேகரிக்கப்படும் திடக்கழிவுகளை முறையான சுத்திகரிப்பு மற்றும் சுற்றுச்சூழலுக்கு எந்த பாதிப்பும் இல்லாமல் அகற்றுவதற்கு, செயலாக்க கூடத்தை மேம்படுத்துவதற்கும், கூடுதல் இடங்களை வாங்குவதற்கும் தேவையான நடவடிக்கைகளை பரிந்துரைக்கவும்.குப்பைகளை சேகரிக்கும் இடத்திலிருந்து உரம் தோட்டத்திற்கு கொண்டு செல்லுதல்இந்த நகராட்சியில்

27 வார்டுகளில் இருந்து வீடு வீடாகச் சேகரிக்கப்பட்ட குப்பைகள் மற்றும் 15 முச்சக்கரவண்டிகள் மற்றும் 25 BOV தரம் பிரிக்கப்பட்ட குப்பைகள் வீடு வீடாகச் சேகரிப்பில் இருந்து புதுசுக்கம்பட்டியில் உள்ள நகராட்சி MCC, OCC மற்றும் உரக் கூடத்திற்கு முன் திட்டமிடப்பட்ட வழி விளக்கப்படம் (நகல் இணைக்கப்பட்டுள்ளது) மூலம் கிடைக்கக்கூடிய BLCOVகள் மூலம் மாற்றப்பட்டது. மற்றும் மினிலாரிகள் தினமும் மூன்று பயணங்கள்.குப்பைகளை பிரித்தல்:நகராட்சி துப்புரவு பணியாளர்கள் பிஓவி மற்றும் முச்சக்கரவண்டிகள் மூலம் வீடு வீடாக குப்பை சேகரிக்கும் பணியில் 27 வார்டுகளிலும் பொதுமக்கள் குடியிருப்பு மூலம் குப்பைகளை தரம் பிரிக்கும் பணி மேற்கொள்ளப்பட்டு வருகிறது.உயிர் மருத்துவக் கழிவுகளை அகற்றுதல்:இந்த நகராட்சியில் 21 தனியார் மருத்துவமனைகள், கிளினிக்குகள், 1. அரசு மருத்துவமனை மற்றும் 1 UPHC உள்ளன. இந்திய மருத்துவ சங்கம் மேலூர் மூலம் சம்பந்தப்பட்ட மருத்துவமனை பொறுப்பாளருக்கு, அபாயகரமான உயிர் மருத்துவக் கழிவுகளை, பொதுமக்கள் குடியிருப்பில் இருந்து சேகரிக்கப்படும் பொதுக் குப்பைகளைக் கொட்டவோ அல்லது அப்புறப்படுத்தவோ கூடாது என கடுமையான அறிவுறுத்தல்கள் வழங்கப்பட்டன. மேலும், அபாயகரமான உயிரி மருத்துவக் கழிவுகளை தங்கள் நிறுவனத்தில் இருந்து அப்புறப்படுத்தவும், மாசுக்கட்டுப்பாட்டு வாரியத்தின் அறிவுறுத்தல்களின்படி பொதுமக்களுக்கு இடையூறு ஏற்படாத வகையில் எந்த ஒரு சுகாதார முறையிலும் தங்கள் சொந்த செலவில் அகற்ற அறிவுறுத்தப்பட்டது. மதுரை, தமிழ்நாடு மாசுக்கட்டுப்பாட்டு வாரியத்தின் வழிகாட்டுதலின்படி, தனியார் மருத்துவமனை, அரசு மருத்துவமனையிலிருந்து பயோமெடிக்கல் கழிவுகள், பிவிடி ஏஜென்சியான ராம்கே ஏஜென்சி மூலம் தினமும் சேகரிக்கப்பட்டது.கம்போஸ்ட் யார்டு:நகரத்திலிருந்து 5 கிமீ தொலைவில் உள்ள மலம்பட்டியில் 7.42 ஏக்கர் பரப்பளவில் தற்போதுள்ள நகராட்சி உரக்கிடங்கு உலர் கழிவுகளை சேமிக்க போதுமானது. பிவிடி ஏஜென்சி மூலம் பயோமைனிங் முறையில் தற்போதுள்ள மரபுக் கழிவுகள் பதப்படுத்தப்பட்டு அகற்றப்படுகின்றன. மேற்கண்ட வசதிகளை ஏற்படுத்த நடவடிக்கை எடுக்கப்பட்டு வருகிறது.மேலூர் நகராட்சியில் 27 வார்டுகள் உள்ளன. 27 வார்டுகளில் 15 முச்சக்கரவண்டிகள் மற்றும் 25BOVகளுடன் வீடு வீடாக குப்பை சேகரிக்கும் முறை செய்யப்படுகிறது. மேற்கண்ட வாகனங்கள் மக்கக்கூடிய மற்றும் மக்காத குப்பைகளை தனித்தனியாக சேகரிக்க பயன்படுத்தப்படுகிறது.

 WATER SUPPLY:-

a) Issue  of application forms for HSC’s at the information center whenever demanded on payment of Application cost Rs.50/-
b) Receipt of completed Application forms Immediately  at  the  information centre
c) Issue of     Acknowledgement  for the application -do-
d) Providing information to the public about the defects noticed if any on the application Within 7 days from the date of receipt of application
e) Issue of intimation for remittance of cheque and other dues receipts of the rectified application form Within 15 days from the receipt of corrected application.

iii) ROADS AND PATHWAYS MAINTENANCE:

One the applications/petitions received at the information centre, action shall be taken as specified here under:-

a) Filling up of small holes and patches on roads/pathways
b) Attending patch works on Roads
c) Removal of objectionable encroachments and pathways
d) Replacement of underground drainage manhole covers
e) Removed of demolished building debris on road sides and public places by the owner/occupants of buildings
f) If the debris are not removed then removal

மதுரை மீனாட்சி அம்மன் கோவில்

இக்கோயில் சிவபெருமானின் அழகான மனைவி மீனாட்சிக்கு அர்ப்பணிக்கப்பட்டுள்ளது. அசல் கோயில் குலசேகர பாண்டியரால் கட்டப்பட்டது, ஆனால் கோயிலை இன்றையதைப் போல அற்புதமாக ஆக்கியதற்கான முழுப் புகழும் நாயக்கர்களுக்குத்தான். நாயக்கர்கள் 16 முதல் 18 ஆம் நூற்றாண்டு வரை மதுரையை ஆண்டனர் மற்றும் மீனாட்சி – சுந்தரேஸ்வரர் கோவிலில் தங்கள் ஆட்சியின் கம்பீரமான முத்திரையை விட்டுச் சென்றனர்.

கோவில் கோபுரங்கள்

12 கோவில் கோபுரங்கள் (கோபுரங்கள்) உள்ளன. வெளி கோபுரங்கள் மதுரையின் அடையாளங்கள். அவை:

கிழக்கு கோபுரம் (ஒன்பது மாடிகள்). உயரம் 161’3 ″. இந்த கோபுரத்தில் 1011 சுதை உருவங்கள் உள்ளன.

  1. தெற்கு கோபுரம் (ஒன்பது மாடிகள்). உயரம் 170’6 ″. இந்த கோபுரம் 1511 சுதை உருவங்களைக் கொண்டுள்ளது.
  2. மேற்கு கோபுரம் (ஒன்பது மாடிகள்). உயரம் 163’3 ″. இந்த கோபுரத்தில் 1124 சுதை உருவங்கள் உள்ளன.
  3. வடக்கு கோபுரம் (ஒன்பது மாடிகள்). உயரம் 160’6 ″. இந்த கோபுரம் மற்ற வெளிப்புற கோபுரங்களை விட குறைவான சுதை உருவங்களைக் கொண்டுள்ளது.

அழகர்கோயில்

21 கிமீ-ல்  அமைந்துள்ளது. மேலூரின் வடமேற்கில் ஒரு அழகிய மரத்தாலான மலை மீது ஒரு விஷ்ணு கோவில் உள்ளது, இங்கு ‘விஷ்ணு’ மீனாட்சியின் சகோதரர் ‘அழகர்’ தலைமை வகிக்கிறார். ஏப்ரல்/மே மாதங்களில் சித்திரை திருவிழாவின் போது, ​​சுந்தரேஸ்வரருக்கு மீனாட்சியின் விண்ணுலக திருமண விழா கொண்டாடப்படும் போது, ​​அழகர் மதுரைக்குச் செல்கிறார். சுந்தரராஜர் என்று அழைக்கப்படும் தங்க ஊர்வல ஐகான் பக்தர்களால் அழகர் கோவிலில் இருந்து மதுரைக்கு திருமண சடங்காக ஊர்வலமாக கொண்டு செல்லப்படுகிறது.

பழமுதிர்சோலை

பழமுதிர்சோலை, சுப்பிரமணிய கடவுளின் ஆறு உறைவிடங்களில் ஒன்றான அழகர்கோவில் மலையில், சுமார் 4 கி.மீ. மேலே யாத்ரீகர்கள் நீராடும் நூபுரகங்கை என்ற இயற்கை நீரூற்று இங்கு அமைந்துள்ளது.

நரசிங்கம்

மேலூரில் இருந்து மதுரை சாலைக்கு 15 கிமீ-ல் வடமேற்கு. ஒத்தக்கடை அருகே நரசிமா கடவுளுக்கு அர்ப்பணிக்கப்பட்ட கல்லால் செதுக்கப்பட்ட கோவில் உள்ளது.

திருமோகூர்

மேலூரில் இருந்து திருவாதவூர் சாலைக்கு தெற்கே 12 கிமீ-ல் மேலூர் திருவாதவூர் சாலைக்கு அடுத்ததாக சிறிய ஆனால் அழகான வைஷ்ணவர் கோவில் உள்ளது. பசுமையான நெல் வயலின் பின்னணியில் அழகிய தாமரை குளம் உள்ளது.

திருவாதவூர்

மேலூரில் இருந்து தெற்கு 7 கிமீ வரை சிவபெருமானின் நான்கு பெரிய மகான்களில் ஒருவரின் பிறந்த இடம் ‘மாணிக்கவாசகர்’. அவரால் கட்டப்பட்ட ஒரு அழகான கோவில் இங்கே உள்ளது.

About City

Melur is a Second Grade  Municipality  in the Madurai District  it is Geographically located between  10 – 0’  and 10-10’ latitude between 78-20’ and 78-30’ East longitudes  The town is spread over an area of 15.02 Sq.km. The population of the town is 33,743 as per the 2001 census. Population of the town has increased in 32848 in 1991, indicating a growth rate of 2.65 %. The gross density of the town works out to 895 persons per sq.km. The urban local body supplies water  in Daily.

Regional Setting  

Melur is located at a distance of 460 km from Chennai. The town aproximity is about 30 km southwest  of Madurai, 90 km north east of Trichy. It is well connected to major cities through NH47 .

Topography

It is located 30 Km southwest of  Madurai and 96 km south Trichirappalli and 26 Km of Sivaganga. Melur is well connected by Major District roads with Madurai, Karaikudi, Trichy, Melur and Sivaganaga. This Town is also connected with small Town Thiruppuvanam by other District Road. The Nearest railway station is Sivaganga and Madurai.

Climate & Temperature

Hot and dry climate generally prevails over the district. As the district is having hills and plains the climate varies. During summer season i.e. from March to July temperature is very high and December to January marks the winter season in which the temperature is below the mark. The town has a moderate climate. The maximum temperature during summer is 37  C and in winter is 29  C. The mean Maximum and Minimum temperatures are 41’ C and 31.6’ C respectively.

        Rainfall

Melur Town gets its rain mainly during northeast Monsoon period in the months of October, November and December. The average rainfall is 557 mm. The recorded maximum and minimum rainfall being 1125 mm and 518 mm respectively.

Melur Municipality was constituted as village panchayat in 1888 and it had been upgraded 3rd grade Municipality on 1978. The population of the town has increased from 32848 in 1991 to 33743 in 2001. The Municipality is spread over an area of about 15.02 Sq.km. The length of the roads in the Municipality is about 24.993 km

Physical and Geological Characteristics:

Minerals of economic importance are absent. Red loom soil is predominately found almost throught  the town and its immediate villages

The total population of Melur Municipality as per 2001 census is 33743 out of which 6% are Schedule Castes and 0.2% is Schedule Tribes.

The percentage of SCs and STs are less when compared to that of the total district figures. The total % of STs in Melur Municipality is 6% compared to the district figure of 19% and state figure of 19.18%. Similarly, the percentage of STs in Melur is 0.2% compared to the district figure of 0.55% and state figure of 1.03%

         Sex Ratio

The sex ratio of Melur according to 1991 census, are 966  for 1000 males. It is higher than compared to the District figure of 952 females for 1000 males and lower compared to the State figure of 974 females for every 1000 males.

         Population Grown Trend

Melur spreads over an area of 15.02 Sq.km covering a population 34000 as per 2001 census with an average annual growth rate of 5%. The population has grown from 4774 in 1921 to 33743 in 2001.  The city had its highest decadal growth rate of 70% between 1921 to 1931 and lowest growth rate of 5.37 between 1951 to 1961. There is gradual decrease in growth  rate after 1971 due to the migration of population towards major cities and due to economic opportunities.

Coconut, Polymers, Tamarind, Baniyan Trees are Prominent in this town and the surroundings areas, Granite is Major revenue income of   Melur Municipality.

Melur Municipality maintains 1 Middle School and 2 Elementary schools . The Infrastructure for the schools are well provided and functioning in good condition.

In Pattukkottai Municipality E-Governance is aimed to provide online citizen services and monitoring performance  of  Municipality and  services accessible  to  the  common man   from anywhere, through service delivery outlets and ensure efficiency,   transparency & reliability of such services to realise the basic needs of the common man.

Phase-I

Computerization   activities  were initiated in this department from the   year 1998. Local  bodies were provided with required infrastructure like  Computers and Printers  and Networking peripherals and IT Manpower was posted at each ULB.LAN / WAN connectivity was established at each ULB. Client – Server based application was developed using in-house team and implemented at all ULBs from the year 2001, database is being maintained in Oracle 9i. Municipal Services  like collection of various taxes and issue of various certificates were introduced Citizen centers were established across all the ULBs, to avail the services. Dedicated website for ULB created.

Phase-II

In phase -II, it is decided to bring all ulb in one single centralized web based application with single database, based on that A complete, an integrated, web based, secured, roll and workflow based application developed covering 29 functionalities of Urban local bodies and implemented in phased manner from 2015  with the following features.

The town is well connected by Chennai – Kanyakumari National Highways across the districts, but the railway is not passing through this town. A National Highway that passes through Melur town connects this town with major Districts such as Sivaganga, Trichy and Dindigul.

MADURAI MEENAKSHI AMMAN TEMPLE

The Temple is dedicated to Meenakshi, the lovely consort of Lord Shiva. The original temple was built by Kulasekara Pandya, but the entire credit for making the temple as splendid as it is today goes to the Nayaks. The Nayaks ruled Madurai from the 16th to the 18th century and left a majestic imprint of their rule in the Meenakshi – Sundareswarar Temple.

Temple Towers

There are 12 temple towers(Gopurams). The outer towers are the landmarks of Madurai. They are:

  1. East Tower (Nine Storeys). Height 161’3″. This Gopura has 1011 sudhai figures.
    2. South Tower (Nine Storeys). Height 170’6″. This Tower has 1511 sudhai figures.
    3. West Tower (Nine Storeys). Height 163’3″. This Tower has 1124 sudhai figures.
    4. North Tower (Nine Storeys). Height 160’6″. This Tower has lesser figures of sudhai than other outer towers.

 

ALAGARKOIL

Located 21 kms. northwest of Melur is a Vishnu Temple on a picturesque wooded hill Here ‘Vishnu’ presides as Meenakshi’s brother ‘Azhgar’. During the Chitrai festival in April/May, when the celestial marriage of Meenakshi to Sundareswarar is celebrated, Azhagar travels to Madurai. A gold processional icon called the Sundararajar is carried by devotees in procession from Azhagar Kovil to Madurai for wedding ritual.

PALAMUDHIRSOLAI

Palamudhirsolai, one of the six abodes of Lord Subramanya is on the Alagarkoil hill, about 4 kms. above. A natural spring called Nuburagangai where pilgrims bath, is located here.

Narasingam

North West of 15 kms from Melur to Madurai road . There is a Temple carved out of Stone dedicated to Lord Narasima Near Othakkadai.

Thirumohoor

From Melur to Thiruvathavur Road South 12 kms Next to the Melur Thiruvathavoor Road is the small but beautiful vaishnavaite temple. It has a beautiful Lotus Pond in the backdrop of lush green paddy field.

Thiruvathavoor

From Melur to South 7 kms The birth place of one of the four great saints of Shiva ‘Manikavasagar’. There is a beautiful temple here which is built by him.

CITIZEN’S CHARTER

CONSTITUTION

The Government of Tamilnadu has decided its in principal that the Business of the Government is as picidly and opening with responsibility at all levels and decided to provide to the public by all sources. Hence the Government has formulated CITIZENS CHARTER based on the above principals the Pattukkottai Municipal and has come forwarded to present this CITIZEN’S CHARTER the public.

PURPOSES OF THIS CHARTER

to provide the services with Fast and Standard

to declare a time limit for providing the services

to upgrade the Administration by adopting opening for getting the confidences of the Consumer.

PROVIDING OF BETTER ADMINISTRATION

For the purpose of providing best civic services to the people of the town with upgraded standard and efficiency.

to discharge the civic bodies works with atmost care and honest

to provide the to civic services with special care to provide the civic services in a systematic and time Bound manner with efficiency.

Regarding providing of various Public services by this civic body in implementation, execution and maintenance of Administration of the works relating to Public Health, Water supply, Roads, drainages and Street Lights and other services to the public are within following specified time schedule.

WATER SUPPLY:-

a) Issue  of application forms for HSC’s at the information center whenever demanded on payment of Application cost Rs.50/-
b) Receipt of completed Application forms Immediately  at  the  information centre
c) Issue of     Acknowledgement  for the application -do-
d) Providing information to the public about the defects noticed if any on the application Within 7 days from the date of receipt of application
e) Issue of intimation for remittance of cheque and other dues receipts of the rectified application form Within 15 days from the receipt of corrected application.
f) Granting of House service connection 30 days (from the date of completed application form)

 

i) COMPLAINTS / DEFECTS IN WATER SUPPLY SERVICES:-

1) Defects/repairs in Water Supply H.S.C. 7 days from the date of Complaint

iii) ROADS AND PATHWAYS MAINTENANCE:-

One the applications/petitions received at the information centre , action shall be taken as specified hereunder:-
a) Filling up of small holes and patches on roads/pathways 10 days on receipt of petition/complaints
b) Attending patch works on Roads 30 days
c) Removal of objectionable encroachments and pathways 15 days on receipt of petition/ complaints
d) Replacement of underground drainage manhole covers 3 days
e) Removed of demolished building debris’s on road sides and public places by the owner/occupants of buildings 7 days
f) If the debris’s are not removed then removal 7 days
g) Granting of Road cutting of the same by the Municipality 7 days on receipt of Applications..

iv) STREET LIGHTS:-

1) Rectification/Repairs/replacement of Bulbs/Tubes lights at main street 2 days on receipt of complaint
2) Repairs/replacement of bulbs  of interior streets 3 days on receipt of  complaint

V)    PUBLIC HEALTH LICENSES:-

 For commencing new Food and other business  Trades of other nature (Sec. 249(2) of the Tamilnadu District Municipal  Act 1920)

4) Issue of Birth/Death Certificate after 1 year 10 days with the orders of Court order of Judicial Magistrate, along with the remittance of late fee of Rs.10/-

5) PUBLIC HEALTH DRAINAGE AND SEWEGE WATER:-

    The Public Health Branch commences it routine sweeping/cleaning of all Roads / other important places viz., Bus stand , Market etc., daily two times 6 am to 11 am in the evening 2.30 pm to 4.30 pm in the town.

Note:  All applications for effecting change of Name and application for issuing rental value certificates should be enclosed with Xerox copy of tax receipt of the Half year in which the application is made together with required fees.

If any delay in providing the above services are noticed due to any reason, the same will be informed and additional time requirement will be informed to the concerned persons.

All civic service matters will be rectified and replied within 30 days.

All petitions/Applications received at the  information centers accepted in common, and are subject to adherence of with relevant Acts, and Rules made there under by Government issued then and there.

Solid Waste Management

Solid Waste Collection and Disposal

Unlike yester years the solid waste management plays a vital and pivotal roll as far as the local bodies are concerned. particularly in Urban areas. The population in the urban areas grow rapidly and the space has become scarce. Likewise the waste generated in these areas has become a threat to the clean environment . In order to control this waste and the menace of polluting environment, it has been decided to take immediate action under solid waste management, dispersing with the good old practice of sweeping, cleaning and carrying the waste from the streets and dumping in the composts yard. Therefore it has been decided to cover the solid waste management for this town and door to door collection with segregation of source has been started initially for two wards and subsequently spread to other wards also after giving wide publicity and conducting compaigns and rallies etc.

All he existing vehicles have been provided with two separate compartments and painted with red and green colours at the outer portion. In the red colour compartment, the recyclable items are dumped and bio-degradable in the green compartments. Similarly the newly purchased tricycles have also been provided with two separate compartments with red and green colours at the outer portion for easy differentiation

Moreover, the door-to-door collection is being done with the segregation at source in a few wards and in other wards the segregation is done by the sanitary workers themselves before taking it to the compost yard and this will be implemented in all the wards after giving due publicity. The recyclable items are handed over to the rag-pickers daily.

The garbage so collected is taken to the compost yard and airobic method is adopted and a small quantity of garbage is taken to the head works where pits have been provided for making vermi-compost and is being done successfully. The acquisition of land for compost yard is at the final stage and after having taken the possession of compost yard, vermi-compost will be implemented in a large scale.

Water Supply

WATER SUPPLY

The Pattukkottai Municipality was constituted on 1.4.1965. The protected water supply scheme was implemented in the year 1971 in order to fulfill the requirement of the then population with 3.64 lakhs of liters of reservoirs capacity. The Head works is situated at Santhankadu in an extent of 17.88 acres. The water sources are extracted through 5 bore wells within the compound of the Head works. The per capita supply through the above Scheme was 35 liters per day.

An improvement to the Scheme was implemented and completed on 15.12.1999 which was sanctioned in the G.O.No.285 Municipal Administration and water supply Department dated 3.8.1998 at an estimate cost of Rs.691.77 lakhs and executed through T.W.A.D. Board.

This scheme consist of 3 Nos. of Over Head Tanks and 3 pumping stations at different places of the town.Now the supply is 114 liters per capita.

This scheme was handed over to the Municipality on 19.1.2000 by TWAD Board without any staff. The minimum requirement of staff for the maintenance of the scheme is 30 Nos. and the annual financial commitment towards the salary for them may work out to Rs.18.00 lakhs. Since the Municipality does not have sufficient staff for the maintenance of the new scheme, it has been proposed to privavitise the maintenance system, in accordance with the Govt. orders issued in the GO No.69 MA & WS dated 4.5.1998 which has suggested for the privatisation of works in local bodies to the new scheme.
Accordingly the maintenance of the scheme has been entrusted to the private agencies after following the procedure laid down therefore at an annual rate of Rs.9.00 lakhs (with a savings of 50% of the maintenance cost) from 19.1.2000 and at Rs.5.67 lakhs from 19.1.2001 and the scheme is going on well without any hindrance under the overall supervision of the Engineering staff of this Municipality.

Melur Municipal Market is one of the important commercial centre, which supports the daily needs of population residing in the surrounding rural areas & the town. There is no under ground drainage system in Melur Municipality. Disposal of Night Soil is normally by way of individual facilities and liquid waste (Sullage and Kitchen Waste) is through the open drains.

The main mode of individual disposal in the town is through septic tanks, low Cost Sanitation units and through public conveniences. A phenomenal 38% of the population do not have access to safe disposal systems 3. Forty five percent of the population has resorted to private arrangements, in the form of septic tanks.

Water Supply

Melur Municipality is a second grade municipality covering an area of ​​15.02 sq km in Madurai district. The population was 40017 at the 2011 census.

The city has 27 wards. Drinking water project for Melur Municipality, Melurunchi Kanmai, Madurai Road and Navinipatti with 20 deep wells and 5 open wells with 0.60 MLD drinking water and 3.00 MLD including CWSS water project for a total of 3.60 MLD water supply at 90 LPCD per hour per day to municipal areas.

Overhead tanks located in the city are cleaned once in every 15 days and chlorinated daily to provide purified drinking water. Separate records for this are being maintained. In addition, the drinking water quality of the municipality is checked every month by TWAD Board. The required amount of bleaching powder is in stock. Repairs to the pumping main, distribution pipe and public pipeline have been attended immediately and steps have been taken to prevent wastage and contamination of drinking water.

Solid Waste Management

PRESENT PRACTICES 

Melur Municipality is  managing the solid waste generated from the town with the existing vehicles and labour at present. The Solid waste  is collected by using BOV the modern vehicles. 80% of the wastes are segregated at source 50% compostable wastes are processed in one M.C.C.at Santhaipettai and 60 CC at various six places in the town, saleable wastes are sold to vendors, non saleable wastes send to cement factories and remaining 20% wastes dumped in the compost yard. So we have proposed to construct  additional MCC for scientific process. The following infrastructure is available for solid wastes management in Melur Municipality.

NEED

After the introduction of Plastic Products in the society and abolition of Dry Latrines, manufacturing of organic manure in the compost yard has come to an end. People and traders are not properly disposing the Plastic Products. They just throw away the used Plastic waste ( below 40 micron ).into the Storm water drain and Public places. It looks very awkward and creating lot of Public Health nuisance like obstructing drains and potential source for mosquito breeding. So, It is very important to introduce the segregation at source making Organic manure at collection centre itself and adopting economics ( minimize the Auto mobiles Motor vehicles and man power)

In Melur, the following classified solid wastes are produced and the proportion of solid wastes as follow.

It can be seen from the above table that majority of the waste is generated from the residential houses.

PLANNING

The present system of solid waste management in Melur Municipality is not well structured and properly organized to meet the total requirement and does not satisfy the local population as per Pollution Control Board norms. The municipality is collecting the solid wastes with the available facilities to keep the town free from accumulation of solid wastes and remaining portion of Solid wastes are kept for the next day clearance.

          Therefore a new strategy has been devised to implement the solid waste management plan effectively and scientifically  in Melur Municipality.

(i)          Analysis of quantity and quality of garbage

(ii)          Analysis of vehicles needed for primary and secondary collection.

(iii)          Infrastructure development of processing (MCC and OCC)

(iv)          Privatization Efforts

(vi)          Operation & maintenance

(vii)          Marketing  Department for sale of Organic manure.

TASKS TO BE PERFORMED

           The tasks assigned in Solid Waste Management are (I) Assess the generation of Municipal Solid waste ( ii) Suggest additional number and type of vehicles,  required taking into account of available men, material and machinery and their development, (iii) suggest suitable yard sticks for procurement and deployment of vehicles, and (iv) Suggest measures to improve the processing yard and Procurement of additional locations if required, for proper treatment of the collected solid waste and disposing of the same without any damage to the environment.

TRANSPORT OF GARBAGES FROM COLLECTION POINT TO COMPOST YARD

There are three garbage collection points in this Municipality at 1.Channel road 2.Dailymarket 3.Santhaipettai. Door to Door collected garbages from 27 wards and 15 tricycles and 25 BOV Seggregated garbages were transferred from the Door to Door collection to the Municipal MCC, OCC and  compost yard situated at Pudusukkampatti through preplanned route chart (copy enclosed) by the available BOVs, LCVs and minilorries three trips  daily.

SEGREGATION OF GARBAGE:

Segregation of garbage is being done in the 27 wards by the Public residence during the door to door garbage collection by the Municipal Sanitary workers through BOV and tricycles.

DISPOSAL OF BIO-MEDICAL WASTE:

There are 21 private hospitals, clinics, 1. Government Hospital and 1 UPHC in this Municipality. Strict instructions were issued through Indian Medical Association Melur to the concerned Hospital incharge, that the Hazards Bio-Medical waste should ;not be dumped or disposed with the General Garbage which are collected from Public residence. Further they were instructed to dispose hazards Bio-Medical waste from their institution, should be disposed off by any sanitary method without disturbance to the public as per the instructions of Pollution Control Board at their own cost. Biomedical wastes from pvt Hospital, Govt Hospital were collected daily  by the PVT Agency namely  Ramkay Agency based on the guidlelines of  Tamilnadu Pollution control Board, Madurai.

COMPOST YARD:

Existing Municipal compost yard extended to 7.42 acres situtated at Malampatti  5 kms away from the town, is enough for storing Dry wastes. Existing legacy wastes processed and disposal by biomining method through PVT Agency. Action is being taken to provide the above facilities.

There are 27 wards in this Municipality. Door to Door garbage collection system is being done in 27 wards with available 15 tricycles and 25BOVs.The above vehicles used  for the collection of Degradable and Non degradable garbage separately.

A budget is a formal statement of estimated income and expenses based on future plans and objectives and budget is a document that makes municipality to estimate the revenues and expenses for an upcoming period. In Melur Municipality every finance year budget is prepared for three type fund as Revenue Fund , Water Supply Fund and Elementary Education Fund.   • Ensure prompt payment of property tax, profession tax , Water charges license fees and other Municipal dues.
  • Adhere to Building Rules and avoid violations, unauthorised constructions

WATER SUPPLY

The Municipal Engineer and his team of Engineers and Staff are responsible for protected drinking water supply in the town.  For a population of 40007 the town requires a daily quantity of 3.00 mld.  On an average, the per capita supply is maintained at 40 lpcd

A protected water supply scheme for Melur town with Palar river as source was installed in 1972.  Due to the Deficient rain fall of monsoon the Palar river is completely dry.  So further Improvement were made recently an additional Head works through construction of Melurinji Kanmai Head works during 2002.  Which is exceeded by the TWAD Board at the cost of Rs.250 lakhs and is functioning from 1.2.2003

In addition to that 222 Hand pumps 24 power pumps and 15 Mini power pumps are also function in good condition.

The town received rainfall during north east monsoon in October to december.  Normal requirement of potable drinking  water is 30 lakhs litres/day 13.36 lakhs of drinking water supplied to the public in normal period.  The level of the supply in normal period in 40 lpcd against normal requirement of 90 lpcd

This system is not functioning in this Municipality.  Proposal were submitted to the government to implement this system in this Town.

Solid Waste Management

The waste management in the town is entrusted with the Municipal sanitary workers  The aim of the Municipality is 100% collection of garbage generated in the town daily.

There are 27 wards in Melur Municipality and 1 Sanitary Inspector, 4 Sanitary Supervisors and 74 sanitary workers are engaged in Solid waste management Daily 13 M.T. of garbage are generated and 6 M.T. of garbage are transported to the existing 3.74 acres Compost yard.  Proposals are made to implement Compost yard.  After the provision of facilities such as fencing, Water supply and security compost making process will be done.

OTHER TRADES LICENSING

These are normally called “Dangerous and offensive Trades” The Municipality regulates and issues licenses for using any premises within the town for running trades and installation of machineries therefore.  The responsibility for regulation and issue of license is entrusted with the following officials of the Municipality.

Public Health

The Municipal Health Officer is the overall in-charge of the Health Section. he looks after the prevention of Food adulteration, conservatory work, sweeping streets, maintenance of drainage , controlling of epidemic diseases, ensuring of license to D&O trades, Birth and Death registration, issuing certificates to birth and death registration. The Sanitary Inspectors, Sanitary Supervisors and Sanitary Workers are assisting the Municipal Health Officer. The Municipal Health Officer is held responsible for the removal of garbages and also sent to I.V.R. Plants.

MADURAI MEENAKSHI AMMAN TEMPLE

The Temple is dedicated to Meenakshi, the lovely consort of Lord Shiva. The original temple was built by Kulasekara Pandya, but the entire credit for making the temple as splendid as it is today goes to the Nayaks. The Nayaks ruled Madurai from the 16th to the 18th century and left a majestic imprint of their rule in the Meenakshi – Sundareswarar Temple.

Temple Towers

There are 12 temple towers(Gopurams). The outer towers are the landmarks of Madurai. They are:

  1. East Tower (Nine Storeys). Height 161’3″. This Gopura has 1011 sudhai figures.
    2. South Tower (Nine Storeys). Height 170’6″. This Tower has 1511 sudhai figures.
    3. West Tower (Nine Storeys). Height 163’3″. This Tower has 1124 sudhai figures.
    4. North Tower (Nine Storeys). Height 160’6″. This Tower has lesser figures of sudhai than other outer towers.

 

ALAGARKOIL

Located 21 kms. northwest of Melur is a Vishnu Temple on a picturesque wooded hill Here ‘Vishnu’ presides as Meenakshi’s brother ‘Azhgar’. During the Chitrai festival in April/May, when the celestial marriage of Meenakshi to Sundareswarar is celebrated, Azhagar travels to Madurai. A gold processional icon called the Sundararajar is carried by devotees in procession from Azhagar Kovil to Madurai for wedding ritual.

PALAMUDHIRSOLAI

Palamudhirsolai, one of the six abodes of Lord Subramanya is on the Alagarkoil hill, about 4 kms. above. A natural spring called Nuburagangai where pilgrims bath, is located here.

Narasingam

North West of 15 kms from Melur to Madurai road . There is a Temple carved out of Stone dedicated to Lord Narasima Near Othakkadai.

Thirumohoor

From Melur to Thiruvathavur Road South 12 kms Next to the Melur Thiruvathavoor Road is the small but beautiful vaishnavaite temple. It has a beautiful Lotus Pond in the backdrop of lush green paddy field.

Thiruvathavoor

From Melur to South 7 kms The birth place of one of the four great saints of Shiva ‘Manikavasagar’. There is a beautiful temple here which is built by him.

About Us

History and Growth of the Town

Tiruvannamalai was known as early as the early Chola period (i.e. A.D. 871-955). The present town Tiruvannamalai is situated in Tamil Nadu which was a part of the larger administrative division called Madurantaka Valanadu, later Known as Rajaraja Valanadu. Tiruvannamalai became a “tanaiyur” Probably in the past chole period as seen from the Vijaya+nagar inscriptions in the 15th and 16th centuries A.D. The town of Tiruvannamalai grew up around inuncleus namely the Arunachaleswara temple and the temple renovated by number of rulers in different periods. These periods in which the different construction came up can be broadly mixed with the help of the inscriptions occurring in the different parts of the temple.

The name Tiruvannamalai has a legendary origin. Subsequent to the oreat Dissolution of the universe, Brahma-the creator – re- created the universe and took pride. Seeing this Vishnu, the Protector objected and claimed supremacy. There ensued a dispute and both of them approached Siva, the destroyer for decision. Lord Siva, manifested himself as a “hill of fire” and ordered lord Brahma and Lord Vishnu to go in search of the crest and feet of the cosnic fromio, Siva himself. In Tamil “Arunam” means red- here meaning fire and “Asalam” means hill. Since God manifested himself in the form of fire in this place, this name Arunachalam came to be associated with the present sacred hill. The temple is situated in the fort of the hill and the daity’s name was Annamalai. This name was subsequently attached to the village as Tiruvannamalai.

itions which ocntain also impormation on various aspects of the Social and economic life of the people, apart from political events, The history of this town dates from the carly chola period in the period of Aditya I and Perantaka I (AL 87-1-955) when the Cholaa Empire had expanded northvards to include practically the whole of Thondaimandalam. After parantaka I till the regim of Rajendora the Tiruvannamalai inscriptions, possibly on account of the Rashtuakute invasion and occupation of this an by Krishna III This is perhaps indicated by a single inscription of Kannaradeva found in the temple Arunchalaswara. In the year 1014 A.L. the incovery of this region by the Cholas was made by Rajendra I. Then Rajendra I and Rajandhiraja I have ruled this area which has been attested in the inscriptions. This area was again ruled after a long gap of over a hundred years. This is indicated by the absence of any Chola inscriptions till the beginning of Kulothunga III’s region (AD 1183), Large scale activities in the period of Kulothunga III and Rajaraja III are indicated by a number of records in the temple. Further the frequent references to a number of Chola feudatories of this period would also show a gradual ascendancy in their power and importance till the final establishment of independence by the Kadavaraya Cheieftains in the second quaruer of the 13th century A.D. In this connection mention may be made of an interesting inscription at Tiruvannamalai which records the agreement entered into by a number feudatory Chieftains to support one another and swearing allegiance to the ruling Chola king (Kulothunga III AD – 1210), Pointing to a period of great political tension under the late Cholas.

The inscription of Kopperunjinga clearly show that by the second quarter of the 13th century, the Kadavarayas had established complete mastery over this region leading to the final decline of Chola power. A brief period of Pandya Supremacy over this region is indicated by the inscriptions of the pandyas of the cond empire such as Tatavaraman Srivallabha and Tribhuvanachakravarthi Kulasekara in 13th Century A.D.

The Hoysalas under Vira Vallabadeva (Ballala III) also exercised sway over this area (1340 AD) indicating that the Hoysala power continued to influence Tamil polities even after the Muslim invasion of Malikkapur.

After the Hoysalas, Tiruvannamalai passed into the hands of the Vijayanagar rulers, whose southern invasions under Kampana area was well known and lead to the establishment of Vijayanagar authority over practically the whole of Tamil Nadu.

The famous Seivappa Nayaka of 17th Century carried out large scale renovation and building activities in the temple.

After Nayak rule this region seems to have gradually passed into British hands except for a period of subordination into the Mysore Odayars (1816 A.D.)

G.O. எண் 85, தேதி: 1.1.1978. நகரத்தின் மக்கள் தொகை அப்போது 33743. மேலூர் டவுன் வருவாய் கிராமங்களான மேலூர் மற்றும் கருத்தபுளியம்பட்டி ஆகிய பகுதிகள் நகராட்சியின் அதிகார வரம்பிற்குள் சேர்க்கப்பட்டன. தற்போது 22.5.1998 முதல் G.O. எண் .5 படி. நகராட்சி நிர்வாகம் மற்றும் நீர் வழங்கல் துறை, இரண்டாம் தர நகராட்சி என வகைப்படுத்தப்பட்டுள்ளது. நகராட்சி அலுவலகம் பேருந்து நிலையத்திலிருந்து திருவாதவூர் மாநில நெடுஞ்சாலை சாலையில், பேருந்து நிலையத்திலிருந்து கிழக்கே கிட்டத்தட்ட 0.5 கிமீ தொலைவில் அமைந்துள்ளது.

About Municipality

Melur was constituted as a Town Panchayat as per 3.12.1888 St. George Gazette No. 86 and upgraded as Third grade municipality in the year 1978. As per G.O. No. 85, date: 1.1.1978. The population of the town was then 33743. The entire area of Melur Town Revenue villages Melur and Karuthapuliampatti was included within the jurisdiction of the municipality. At present from 22.5.1998 onwards as per G.O. No.5. Municipal Administration and Watersupply Department, classified as Second grade municipality. The Municipal office is situated nearly 0.5 kms East from bus stand, on the Melur to Thiruvathavur State Highways Road

The present Bus stand was constructed during 1972, which is in adequate. Now TNSTC is operating a huge number of buses from various towns for providing good and sufficient conveyance facilities to the public crossing this town. A new bus stand is planned to be constructed with more bays and facilities.
