The Municipality provides the following major services

The Municipality also enforces and regulates the following activities.

For each of the above services and activities, this charter provides information  about the details of services offered, response time for rendering the services or redressing grievances, whom to complain in case of default for providing the required services and how a citizen can help.

The co-operation of the citizens is solicited broadly in the following aspects:-

  • Segregate wastes at source
  • Do not throw waste in Drains, streets
  • Deposit wastes only at specified places and dust bins
  • Do not allow children to defecate in open spaces
  • Avoid connecting sewerage lines to open drains
  • Avoid encroachments on public places
  • Avoid occupation of roads and footpaths with unauthorised stacking of materials
  • Avoid letting of waste water on to roads
  • Conserve rain water and provide rain water harvesting structures in every building
  • Avoid leaving animals on roads and public places
  • Avoid misuse of public places including parks, open spaces, public toilets, markets, Bus stands
  • Plant trees within and in front of premises, water them and nurture them to grow
  • Report leakage of water, bursting of water / sewage pipes, burning of street lights during day time, damage of public properties posing health hazard
  • Avoid damage of public properties.
  • Ensure prompt payment of property tax, profession tax , Water charges license fees and other Municipal dues.
  • Adhere to Building Rules and avoid violations, unauthorised constructions
  • Adopt universal immunization
  • Complain to the right officer in time and liaise with the ward councillor.

WATER SUPPLY

The Municipal Engineer and his team of Engineers and Staff are responsible for protected drinking water supply in the town.  For a population of 40007 the town requires a daily quantity of 3.00 mld.  On an average, the per capita supply is maintained at 40 lpcd

A protected water supply scheme for Melur town with Palar river as source was installed in 1972.  Due to the Deficient rain fall of monsoon the Palar river is completely dry.  So further Improvement were made recently an additional Head works through construction of Melurinji Kanmai Head works during 2002.  Which is exceeded by the TWAD Board at the cost of Rs.250 lakhs and is functioning from 1.2.2003

In addition to that 222 Hand pumps 24 power pumps and 15 Mini power pumps are also function in good condition.

The town received rainfall during north east monsoon in October to december.  Normal requirement of potable drinking  water is 30 lakhs litres/day 13.36 lakhs of drinking water supplied to the public in normal period.  The level of the supply in normal period in 40 lpcd against normal requirement of 90 lpcd

SEWERAGE

The Municipal Engineer and his team of Engineers and staff are entrusted with the responsibility of maintaining this service.

This system is not functioning in this Municipality.  Proposal were submitted to the government to implement this system in this Town.

HEALTH AND SANITATION

Solid Waste Management

The waste management in the town is entrusted with the Municipal sanitary workers  The aim of the Municipality is 100% collection of garbage generated in the town daily.

There are 27 wards in Melur Municipality and 1 Sanitary Inspector, 4 Sanitary Supervisors and 74 sanitary workers are engaged in Solid waste management Daily 13 M.T. of garbage are generated and 6 M.T. of garbage are transported to the existing 3.74 acres Compost yard.  Proposals are made to implement Compost yard.  After the provision of facilities such as fencing, Water supply and security compost making process will be done.

Inform the mode by which you would like to receive the extract – through mail or in person or through messenger

If it is through Messenger, give a specific written authorization to collect the extract

Do not insist on recording “Cause of death” in the extract for death certificate, as it is not given, even though  the information is entered in the main register of deaths.

OTHER TRADES LICENSING

These are normally called “Dangerous and offensive Trades” The Municipality regulates and issues licenses for using any premises within the town for running trades and installation of machineries therefore.  The responsibility for regulation and issue of license is entrusted with the following officials of the Municipality.

D&O trades applications are received  remittance of necessary fees for various trades , verified and scrutinized by the Sanitary Inspector and license are being issued by the Municipal Commissioner within the stipulated time.

IMMUNISATION

This Municipality is playing an active role in immunisation according to schedule and in nation wile special drives for immunisation.  The Health officer or Commissioner of the Municipality and his team of Doctors and para-medical staff are entrusted with the responsibility for immunisation programs

Roads

The Municipal Engineer and his team of officers are entrusted with the responsibility of maintaining roads belonging to Municipality within the Municipal limit.

Melur town is situated south west of Madurai city at a distance of 23 km.  Ground topography of town is justly sloped towards south east.  The total length of road in 24.993 km out of 24.993 km Cement concrete road has 1.58km, BT road has 20.24km, WBM road has 1.52km and earthern road has layer of 0.623km under NSDP 97-98 4nos. of roads renewed with the cost of 7.50 lakhs , NSDP 98-99 6nos. of roads are renewed with the cost of 6.50 lakhs, NSDP 99-2000 8 nos.of roads are renewed with the cost of 6.58 lakhs In 2000-01 5 nos.of roads with the cost of 11.00 lakhs, In 01-02 7 nos.of roads with the cost of 9.25 lakhs, In 2002-03 6 nos. of roads with the cost of 10.55 lakhs are renewed /

Property Tax

Property Tax is a major revenue source for the Municipality.  There are 10250. (No.) property Tax assessments and the annual demand is Rs. 0.49. Crores

Property tax levied at 13.5% from ARV. The Assessee are remitting the tax at collection centre through computer at 13.5% from ARV.  One zone to all area in Melur Municipality.
