The Commissioner is the executive authority and the head of administration of Gudiyattam Municipality. The Commissioner is assisted by the Engineer , Sanitary Officer , Town Planning Officer , Town Planning Inspectors , Sanitary Inspectors , Junior Engineer and Manager. Manager is the head of Administration next to Commissioner and he is responsible for general supervision and Administration of Office.
The personnel department looks after general administration of the Municipality including establishment matters such as appointments , pay and allowances etc ., correspondence with Government and other departments , public relations , redressing of public grievances , legal matters and lawsuits and all matters related to office administration. All establishment matters are dealt with in the General Administration.

Manager is Head of General Section. His duty includes general supervision of the ministerial staff, maintenance of discipline in the office premises to sign receipts for all remittances made in the Municipal Treasury to acknowledge registered tapals, Money orders intumesce etc on behalf of the Commissioner and Account properly for the custodian of the cash collected daily-checking of Chitta and Cash and Petty cash, pavement advance etc Administration report-Annual Inspection of the office checking of PR’s of all staff and subsidiary registers in respect of all section. All papers should counted through the Manager except Engineer section and Health section.
All Maters relating to Establishment including P.H. Maintenance of Increment & Punishment registers etc., -Maintenance of service Registers-register of Probationers-Maintenance of temporary of permanent Post sanction register-Daily of Pension & DCRG for all Establishment Audit Register-issue of Office order-common office order book-Maintenance of stock file- Maintenance of personal Register & Audit objection register. Inspection reports.
A1 – Lease Assistant
The Assistant looks after matters relating to annual lease and maintains of non-tax records of all council wards.
Also the assistant also looks after Noon-Meal programme. Noon-meal Grants-Indent and watching of supplies-checking of monthly accounts-maintenance of cash book and accounts Periodicals-social welfare schemes-Census-periodical Register office order book-stock file maintenance of personal register and Audit objection register to Noon meal.
A2 – Property tax
The Junior Assistant deals with the tax matters relating to council wards from 1 to 20. The tax matters including levy of house tax, property transfer of titles etc., and also maintains property tax records of the respective wards. Also he looks after Municipal Election and MLA/MP election electoral rolls.
A3 – Property tax
The Junior Assistant deals with the tax matters relating to council wards from 21 to 36. The tax matters including levy of house tax, property transfer of titles etc., He maintains property tax records of the respective wards.
The Junior Assistant also looks after the matter relating to Monday petition received from District Collector , CM cell petitions and assists Town Planning Inspector and Town Surveyor in the matters relating to Town Planning , Plan approval and encroachments etc.,
A4 – Profession tax
The Junior Assistant looks after the profession tax matters and maintains profession tax records for all wards. Also the Junior Assistant looks after funeral rites sanctions and remittance of Telephone bills. Special Provident Fund accounts
The Junior Assistant deals with matters relating to provident fund accounts and also looks after the maintenance of Service Register of Municipal Employees , maintains Turn duty register-Movement Register and matters relating to general administration, periodical records , preparation of pension proposals , grievance of Municipal employees.
The typist looking after typing works (Tamil & English) Maintenance of fair copy Register-Maintenance of Office order Book. She also looks after Distribution of tapals-Dispatching of tables by post & Local Delivery- Circulation of Gazette among the officers-Maintenance of tapal distribution Register-Local Delivery book stamp amount for ordinary and registered tapals- special tapal register -Tapal Register of Commissioner of Municipal Administration.
E1 – Junior Assistant
The Junior Assistant looks after all scheme works and maintenance of Service Registers of Engineering section employees and their service matters.
E2 – Water charge
The Junior Assistant looks after water charges maintenance of records and matters relating of water supply grievances.
H1 – Public Health
The Junior assistant maintains Service Registers of public health employees. He looks after matters relating to public health , solid waste management and Meeting Subjects.
H3 – Junior Assistant
The Junior Assistant maintains all advance , refund of deposit , audit paras and LCS & NRY scheme records and also looks after encashment of Cheques-Petty Cash Book (General and Elementary Education) Securities and valuables including maintenance of stationary and money value forms.
H4 – Junior Assistant
The Junior Assistant deals with Municipal Council subjects and also issue of demand for copy application of Index register-for R-Dis & D.Dis-Register of all books Maintenance of Record Room and attendance Register.
The Junior Assistant deals with daily remittances by the public–viz., Birth, death certificate fees, D&O license fees , building plan approval fees , non-tax monthly lease etc.,
The Accounts Section is included in General Section. The Accountant is the Head of the wing and
controlling Financial matters. It involves into preparation of Budget discipline. As well as look after the Accrual based Accounting system.
